I don’t see this power being abused in any way. The sad thing is that it’s a necessary power for a government to have, since quarantine is about the only effective means of slowing the spread of a disease until a cure can be found.
There are several things that are hazardous to the long term survival of humanity: Air travel, nuclear bombs, and near-lightspeed vehicles. Since one isn’t invented yet, the other is already tightly controlled by many governments, what does that leave to the average man, woman, or child to use to destroy civilization?
Can you suggest any other things that might shorten humanity’s reign on earth?

Near-Lightspeed vehicles? Even if you’re joking, that must be some good bud
If you’re not, I am just curious, how would near-lightspeed vehicles be dangerous? Are we talking kinetic force if it were rammed into something, or am I missing something here?
Oh, and things that will shorten Humanities time on earth..
Ebola Virus and Romulans.. Oh, and Romulans with Ebola, that would be pretty freaky too..

Yes, if a car sized object hit the earth at .8 lightspeed, I don’t even want to bother calculating the Newtons released upon the surface of the earth from mass meeting mass. Needless to say it would make 9/11 look like April 1st.
And I agree, Romulans with ebola would be both gross and deadly.
